I know that attacking America would be a suicide mission, but what exactly would happen if the commander really attacked America? What would happen to NOD?

A direct attack on the Pentagon would have greatly compromised Nod's own way of creepingly gaining influence amongst the common people, and to then begin with destabilizing the country from within. Nod isn't as much about conquering land in the traditional sense, as it is about securing the devotion and loyalties of the people who live on it. There's a reason Nod is reminiscent of a new kind of world religion in some ways. Seth apparently didn't see quite as far or as clearly as Kane, however.

Stuff like this is exactly why Kane is, what the tvtropes website calls, a "Manificent Bastard". Charismatic and affable but cunning and totally in control. (Except for that "villainous breakdown" where he yells that he didn't expect an attack by his own forces).

You can also pick up hints from previous missions where not only his attitude is bad, but he purposefully says that in the last mission there is no GDI presence when in fact the area is crawling with them.
